Supporting public institutions in managing the energy and climate transition in line with the REPowerEU plan
One of the key challenges Poland is facing is to develop a coherent, equitable and long-term vision for the transition that would enable it to capitalise on development opportunities. As part of the project, the Reform Institute develops and consults on universal tools for managing systemic transformation, which will help the public administration to effectively implement measures for a fair and ambitious energy and climate transition.
Project aims to support the institutions implementing the REPowerEU Plan (including the Chancellery of the Prime Minister, the Ministry of Finance and Public Administration and the Ministry of Climate and Environment) in the effective development and implementation of solutions as part of the multi-sectoral climate and energy transition. Through recommendations, meetings and educational activities, the Reform Institute raises awareness of the importance of long-term and cross-cutting state policies among key stakeholders in the transition, including representatives of public administration, experts, researchers and the non-governmental sector. Through this project, we argue that without reinforcement of the institutions and processes that enable informed change management, Poland will miss out on development opportunities and expose itself to rising socio-economic costs.
Project is based on an analysis of the literature, experience and best practices at national and international level concerning the transformation management process, which can be adapted to the current situation in Poland. Reform Institute identifies the main challenges associated with transformation management and based on the identified issues, draws up a set of recommendations. All conclusions are subject to extensive consultation with stakeholders during workshops and online meetings. The main conclusions drawn from the project’s activities are detailed in our publicly available publications, which serve as a starting point for further discussions with stakeholders.
Project produces analyses, recommendations, and specific tools for planning and monitoring the transition, which can be utilised by public administration. We develop materials to support the planning, implementation and monitoring of strategies at national level, as well as tools to enhance the effectiveness of managing the process of fair and inclusive economic development. We also contribute to deepening the dialogue between public administration and other stakeholders in the transformation process by organising meetings on the project’s subject. In our publications and meetings, we emphasise that, in this context, the four key areas of state action are objectives and strategies, institutions and coordination, monitoring and evaluation, and inclusion.
Project helps to improve the quality of public policies in transformation and enhances institutions’ capacity to implement changes effectively, whilst strengthening public acceptance of economic and social change.
Project is funded through the National Reconstruction and Resilience Plan (KPO). The funding was approved by the Ministry of Funds and Regional Policy following a successful bid for a public contract entitled ‘Conducting educational, research and development, and training and advisory activities related to the green and energy transition’.
