REPowerEU in Poland: Benefits for Citizens and Climate Policy Debate

About the project

The REPowerEU plan is the European Union’s response to the energy crisis and the need to reduce dependence on Russian fossil fuels. For Poland, it means accelerating a transition that directly affects heating costs, building efficiency and national security. However, the effective implementation of these changes requires an understanding of their impact on the economy and the real benefits for households, particularly at a time of volatile energy prices and the need to protect the most vulnerable groups in society.

The aim of the project is to analyse the objectives of REPowerEU and adapt them to Poland’s socio-economic context. As part of this initiative, the Reform Institute is producing a series of briefings entitled ‘Unpacking REPowerEU’, focusing on sectors with the greatest potential for change, such as construction and energy.

The project has generated a series of reports and analytical briefings that explain the intricacies of the REPowerEU plan within the context of Polish law and the energy market. These publications provide policymakers and market stakeholders with substantive arguments for accelerating reforms that combine climate goals with lower energy bills. The initiative contributes to an evidence-based public debate on support for energy efficiency and renewable energy sources. These measures strengthen the resilience of Polish households to price shocks and enhance the quality of the debate on the long-term strategy for modernising the Polish building sector.

The Reform Institute acts as the project coordinator and a think tank, combining expertise in EU legislation with a local economic perspective. We are responsible for synthesising technical and financial data and translating this into conclusions for the publication’s audience.

The Polish Organisation for the Development of Heat Pump Technology (PORT PC) is the project’s technical partner. This collaboration allows us to combine the Institute’s expert knowledge of public policy with the technological and market experience of leaders in the heating industry.
