Modern public administration: coherent strategies for the transformation of the Polish economy

About the project

In the midst of a global multi-crisis, Poland lacks an effective command centre. A short-sighted political outlook means that the state reacts to shocks rather than preventing them, whilst long-term, labour-intensive projects are put off indefinitely. Poland’s key strategic documents still do not form a coherent management system, and their implementation is not monitored, meaning they often end up gathering dust. Meanwhile, the effective use of EU funds, regulatory predictability for business and the pace of the country’s modernisation depend on the quality and coherence of systemic planning.

In response to these challenges, the Reform Institute provides expert input to discussions on key government documents. We strive to ensure that national climate and energy strategies fulfil their fundamental role: to set out a long-term vision for socio-economic development and to provide systemic support for effective governance. To achieve this, the Institute conducts detailed analyses of government development scenarios, identifies gaps in public policy and monitors progress in the implementation of reforms. We are particularly interested in energy, climate and development strategies, as well as fostering dialogue on the creation of a coherent ecosystem of governance documents.

The project provides decision-makers with recommendations for designing a coherent strategic management ecosystem that serves the development of the economy and society. We ensure that the systemic framework for transformation is based on sound evidence and addresses the country’s real challenges. These activities help to raise the standards of public policy-making in Poland and improve the quality of strategic decisions. By basing its processes on data analysis and transparent dialogue with stakeholders, the project supports a stable environment for development policy.
