Supporting Poland’s NECP Revision Process

About the project

The National Energy and Climate Plan (NECP) is a document that outlines Poland’s path towards achieving the European Union’s climate and energy goals. Its update comes at a critical moment, as decisions are being made regarding the future of Poland’s energy mix, the pace of the transition away from fossil fuels, and how billions of euros in EU funds will be allocated. The quality of this plan determines not only the country’s energy security, but also the competitiveness of the Polish economy and the cost of living for its citizens.

In response to these challenges, as part of the project, the Reform Institute is providing substantive support for the process of updating the National Energy and Climate Plan, ensuring the document becomes an ambitious and feasible strategy for Poland’s modernisation. To achieve this, the Institute is undertaking a detailed analysis of government scenarios (WEM and WAM), identifying investment gaps, and monitoring the transparency of the consultation process. A key element of the initiative involves organising regular workshops and roundtables, which serve as a platform for knowledge exchange between public administration, the private sector, and experts.

The project provides assessment tools and recommendations for use by policymakers. Throughout this process, the Reform Institute serves as an independent expert centre that verifies sectoral and financial assumptions based on hard data. By combining analytical functions with the facilitation of socio-economic dialogue, the Institute ensures that the final form of the NECP is based on reliable evidence and addresses the country’s real modernisation needs. These measures help increase the transparency of the NECP update process and improve the quality of investment decisions by grounding them in data analysis and dialogue with stakeholders.
