National Building Renovation Plan – Policy Design Support in Poland

About the project

A consortium comprised of KAPE, NAPE and the Reform Institute supports the Ministry of Development and Technology in its conceptual and analytical work on the National Building Renovation Plan (KPRB). This document is required under the Energy Performance of Buildings Directive (EPBD). It sets out the direction for the modernisation of over 8 million residential and public buildings in Poland, the majority of which are characterised by low energy efficiency, with 60% using solid fuels for heating. This is a huge challenge, but it also represents a potential for energy savings of 305 TWh per year.

The aim of the project is to provide substantive support for the development of an ambitious and feasible strategy for the transformation of buildings in Poland by 2050, as well as to devise solutions to help overcome the financial and technical barriers to their renovation.

The project involves the creation of a draft version of the National Building Renovation Plan. The document serves as a starting point for a broad-based public pre-consultation. The feedback gathered during this process is then used in further substantive work on the final form of the National Building Renovation Plan.

The consortium’s project work provides the Ministry of Development and Technology with the materials and tools needed to conduct broad public pre-consultations. This forms the initial stage of the substantive work on the KPRB draft. The consortium also develops solutions that help overcome the financial and technical barriers to the decarbonisation of Polish buildings.

This work improves the quality of strategic planning in Poland, involving a wide range of stakeholders in the consultation on the preliminary assumptions of the building decarbonisation strategy helps to build a sustainable construction sector and achieve the country’s climate neutrality by 2050.

The consortium is led by the National Energy Conservation Agency (KAPE). The Reform Institute is a member of the consortium responsible for key analytical components, i.e. the development of a roadmap containing national targets and progress indicators (including modelling renovation trajectories for the residential sector). It is also responsible for calculating investment needs, analysing funding sources, as well as evaluating activities to date.

The project is being carried out on behalf of the Ministry of Development and Technology.
