Energy Performance Classes in Building Renovation Support
About the project
The introduction of the energy performance classification system marks an important step towards modernising Europe’s building stock and improving the effectiveness of public spending on renovation measures. The project focuses on identifying and analysing best practices across the European Union regarding the use of energy performance classes as a criterion in support schemes for the renovation of different types of buildings. A review of international experience helps identify solutions that can improve investment efficiency in the building sector.
The aim of the project is to identify best practices in the use of energy performance classes in building renovation support schemes.
The Reform Institute is analysing EU and national legal frameworks and reviewing successful implementations of energy class systems in support programmes across several EU countries, including those in Central and Eastern Europe. The parameter values used for energy classes, based among others on the 2024 consultation conducted by the Ministry of Development and Technology and proposals prepared by the National Energy Conservation Agency, are compared with the actual needs of national building renovation support schemes.
The result of the work is a multi-page analytical report. The project provides practical guidelines on incorporating energy performance classes into key Polish support programmes, including Clean Air for single-family homes, TERMO and FEnIKS for multi-family buildings, and mechanisms financed through the National Recovery Plan intended for the public sector.
The analysis presents recommendations on how to implement an energy performance classification system so that it becomes a foundation for effective renovation programmes. This would help direct support towards the most carbon-intensive buildings, while improving the quality and effectiveness of public investment.
The Reform Institute acts as an independent contractor responsible for the analytical work carried out within the project. The project is implemented on behalf of and in close cooperation with the Fala Renowacji Association.
