The Just Transition Fund (JTF) is a key EU instrument supporting coal-dependent regions in the energy transition. Poland is its largest beneficiary. This project, commissioned by the Polish Green Network, analyses how this instrument works in practice, identifying challenges, barriers and good practices in the implementation of Territorial Just Transition Plans.
The aim of the project is to assess the effectiveness of the implementation of the Just Transition Fund in Poland and to put forward recommendations to enhance its effectiveness, inclusiveness and socio-economic impact.
The project is based on qualitative research, comprising 23 in-depth interviews conducted with representatives from government, business, academia, trade unions, civil society organisations and the extractive sector. The analysis covers four regions receiving support (Silesian Voivodeship, Lower Silesian Voivodeship – the Wałbrzych sub-region, Greater Poland Voivodeship – the Konin sub-region, and Łódź Voivodeship – the Bełchatów sub-region) and addresses issues relating to fund management, levels of participation and barriers to implementation.
The project has resulted in an evaluation report setting out the status of the JTF’s implementation in Poland, alongside the identification of key challenges and good practices. The report contains conclusions concerning, amongst other things, the quality of management processes, stakeholder engagement and the effective use of funds. On this basis, recommendations are being drawn up to support the mid-term review of the Fund and its future phases at national and EU level.
The project strengthens the debate on just transition in Poland by providing evidence on the functioning of the Just Transition Fund and by supporting a more effective and participatory use of public funds in transition regions.
The project was commissioned by the Polish Green Network.
