PDA II: Advisory support for cities and regions in the development of hydrogen projects

About the project

 The “Project Development Assistance for Regions II – Cohesion Countries, Outermost Regions and Islands (PDA II)” project is the second iteration of this support scheme. The first edition covered 11 European regions, including a group of four towns in the Pomeranian Voivodeship – Gdynia, Gdańsk, Tczew and Wejherowo. The thematic scope of the current edition of the competition has been significantly expanded and covers the full range of issues related to the energy transition of local authorities and municipal enterprises using hydrogen. At the same time, great emphasis has been placed on supporting local authorities in Central Europe and other parts of Europe that are only just beginning to implement large-scale hydrogen initiatives.

As part of the project, the Reform Institute, as a member of the consortium, provides advisory support to selected local authorities in Central and Eastern Europe (the city of Płock and the Podkarpackie Voivodeship) regarding the planning and development of hydrogen-related investments. Activities also include communication support for the project, building cooperation between stakeholders, and developing a network of observers comprising local authorities interested in implementing hydrogen technologies and developing local energy transition strategies.

The project supports the development of specific hydrogen initiatives at local and regional levels and strengthens local authorities’ capacity to plan investments related to the hydrogen economy. The project’s activities result in recommendations, advisory services and the development of cooperation between cities, regions and experts involved in the energy transition. The project also contributes to increasing knowledge about the potential for hydrogen use in the public and municipal sectors.

The activities under PDA II support the development of local authorities’ capacity to plan and implement projects related to the hydrogen economy and help to accelerate the energy transition in the regions of Central and Eastern Europe.

As a member of the project consortium, the Reform Institute is responsible for implementing activities across Central and Eastern Europe. The Institute provides advisory support to selected local authorities, supports the project’s communication activities, and participates in building a cooperation network for regions interested in developing hydrogen projects.

The project is being implemented as part of the Clean Hydrogen Partnership initiative by an international consortium led by SPILETT and comprising ERM, Ariema, deltaH and the Reform Institute.
