Towards new ambitions – NECPs project evaluation criteria

The Reform Institute has developed a list of criteria for evaluating the NECP – a key strategic document for Poland's energy transition.

National Energy and Climate Plans (NECPs) serve as a roadmap guiding EU countries towards achieving their energy and climate targets by 2030, as well as towards achieving climate neutrality by 2050. 

By mid-2024, EU Member States should submit updates to their National Plans to the European Commission, which will take into account the latest European energy and climate targets, including the implementation of the Fit for 55 package. 

Before being sent to the European Commission, the update to the NECP should be subject to broad consultation. 

In Poland, constructive discussion of the content of the NECP is hampered by delays in the preparation of the document. The first version of the NECP was published in March 2024. However, it is a partial document, containing only a scenario for the implementation of existing policies. The supplemented document, containing Poland’s plan for the implementation of new European energy and climate targets, as of mid-June 2024, was still awaiting publication. 

In order to support all parties interested in the upcoming consultations on the final text of the updated NECP, the Reform Institute has prepared a comprehensive list of criteria that allows for the assessment of the document in terms of its consistency with the European climate and energy policy framework. 

The paper aims to support the final stage of updating the Polish NECP and further work on national strategic documents that will detail the provisions of the NECP for specific sectors (e.g., buildings, transport) and areas of intervention (e.g., financing the transition, use of the Social Climate Fund).
