Polish–Dutch Cooperation in Offshore Wind Energy

About the project

Offshore wind energy is one of the key pillars of Poland’s energy transition and an opportunity to build a modern industrial sector in Pomerania. However, the effective and timely implementation of large-scale projects in the Baltic Sea requires not only a stable legal framework but also the involvement of experienced, international supply chains. Developing strong economic partnerships, particularly with countries possessing a rich maritime heritage, will determine the pace and costs of implementing these green investments.

The aim of the project is to provide substantive support for Polish-Dutch economic cooperation in the offshore wind energy sector. The Reform Institute provides Dutch companies and public institutions with reliable, up-to-date data on the Polish offshore market, which will strengthen domestic supply chains and accelerate the implementation of Baltic Sea investments.

To achieve this, the Reform Institute is conducting a comprehensive study of the offshore wind energy sector in Poland. The team is reviewing Polish regulations, spatial planning schemes and supply chain strategies. A key element of the work involves interviews with leading developers and industry organisations.

The project delivers a dedicated sectoral study, including project timelines, auction plans for 2025 and 2028, and an analysis of financing models. The report provides a clear overview of key contractors classified by supply chain elements, an explanation of local content criteria in Polish tenders, and practical business recommendations.

These initiatives help to strengthen economic cooperation between Poland and the Netherlands, facilitating the transfer of unique Dutch expertise to Polish projects in the Baltic Sea, thereby supporting the development of a secure and efficient energy mix.

The initiative is being implemented in close cooperation with the Embassy of the Kingdom of the Netherlands in Poland, which supports the building of economic and substantive bridges between the two countries in the interest of the green transition.
