„Transition, on Time - Renewable Energy Acceleration Areas in Poland” - Report of the Reform Institute

About the project

The European Union is collectively committed to accelerating the development of renewable energy sources across its member states, with unanimous agreement on the matter. The rationale behind prioritizing the expansion of solar and wind energy is abundantly clear. Primarily, it's about attaining energy independence, particularly crucial in the wake of Russia's invasion of Ukraine, while also reducing greenhouse gas emissions and curbing environmental degradation.

A key instrument in advancing renewable energy development within member states is the establishment of RES acceleration areas. As per the latest provisions outlined in the RES Directive, these designated areas must be identified no later than February 2026. These areas are distinguished by their commitment to fast permitting procedures for the construction of renewable energy installations, with a target timeline of no more than 12 months. In contrast, the current timeframe for securing permits for a wind power plant construction in Poland ranges between 5.5 to 7 years.

The report concerns the EU's efforts to speed up procedures for RES investments, the process of implementing RES acceleration areas, and Polish energy challenges, providing recommendations in this regard.
