National Development Concept 2050: Debate on the vision for a climate-neutral Poland
About the project
The meeting held on the 7th of August 2024, aimed to present key information on the draft National Development Concept 2050 (NDC 2050) and discuss the decarbonisation dimension presented in the Concept. The event, organised one month before the end of the public consultation, provided an opportunity for an in-depth discussion between representatives of civil society and industry organisations involved in the country's energy transition and representatives of the Ministry of Development Funds and Regional Policy, which is working on the draft NDC 2050.
What is NDC 2050?
The NDC 2050 is the most important strategic document being developed by the government. It is not a development strategy, but a visionary and analytical document aimed at outlining the country's development pathways. It identifies the social, economic, spatial, environmental and institutional challenges that Poland will face by the middle of the 21st century. The document will serve as the foundation for drafting the medium-term national development strategy in the upcoming quarters and, in the longer term, for other strategic documents, including those related to energy and environmental protection.
Why is NDC 2050 important?
1. Strategic vision: the NDC 2050 aims to set a strategic agenda for possible actions over the coming decades, helping to avoid a reactive approach to public policy focused solely on addressing immediate problems.
2. Governance reform: The document proposes a reform of the strategic governance system, outlining seven key conclusions regarding state administration processes.
3. Strategic planning: As a key, multidimensional document, the NDC 2050 should form the basis for elaborating development strategies, including sectoral and regional strategies. The document is expected to strengthen the strategic planning of Poland's climate and energy policies. While NDC 2050 / KRK 2050 is not a strategy, it initiates the process of creating a new medium-term national development strategy. In the next step, it will serve as the foundation for other development strategies, including the update of the Poland’s Energy Policy.
