Reform Institute's key remarks on the draft of the Polish Social Climate Plan

In June 2025, the Reform Institute took part in public consultations on the draft of the Polish Social Climate Plan (SCP) – a document that will determine how Poland will use funds from the Social Climate Fund to support households, transport users, and micro-enterprises in view of the implementation of the ETS2 system and existing problems related to energy and transport poverty.
Our team has long been involved in the work on the SCP, coordinating a network of non-governmental organizations, participating in the work of the Ministry of Development Funds and Regional Policy’s working group, and organizing expert events. Based on this experience, we have developed a set of recommendations covering five areas, including cross-cutting comments, measures in the building and transport sectors, direct support, and support for micro-enterprises.
Key proposals include:
- Establishing a national Energy and Transport Poverty Observatory integrating data and knowledge, supporting the administration in developing effective policies and monitoring the implementation of the PSK.
- Preparing two separate public strategies to combat energy and transport poverty, with measurable targets, a clear institutional framework, and a scope beyond 2032.
- A clearer link between the SCP and the implementation of the ETS2, including a commitment to allocate additional revenues from this system to objectives complementary to the SCP.
- An elaborate communication strategy covering both the SCP and the ETS2 to increase acceptance and understanding of the changes introduced.
