Call for thorough consultations on the NECP update
About the project
Faced with the urgent need to accelerate the energy transition and build a climate-neutral economy, civil society and industry organisations are calling on the Minister of Climate and Environment to conduct a thorough public consultation on the update of Poland’s National Energy and Climate Plan (‘NECP’). An open letter signed by more than 30 organisations has been sent to Prime Minister Donald Tusk and other key government officials responsible for climate and energy policies.
Updating the NECP is a key element in managing Poland's energy transition and a legal obligation under EU law. Poland was obliged to submit the document to the European Commission by June 30, 2024. However, the government has neither presented a finished document nor a clear timeline for the process, including completion of an ambitious scenario of energy transition (the so-called WAM scenario). There is also no information on when and how public consultations will be held, raising concerns about whether there will be enough time for meaningful feedback to be considered.
Therefore, the organisations urge: the delay in preparing the NECP update must not lead to bypassing or rushing through consultations. Adequate time must be provided to collect views and recommendations from all stakeholders.
The signatories also call on the Ministry of Climate and Environment to establish a permanent platform for ongoing, multi-level social dialogue on these issues and to publish the results of modeling the transformational scenarios. The organisations signing the letter also commit to actively participating in the consultation process and engaging in broader dialogue to shape and implement a comprehensive and socially just energy policy for Poland.
