The final stretch before the publication of the updated NECP, is the right moment to assess the current state of climate governance in Poland, including identifying its weaknesses and potential areas for improvement. During a recent Reform Institute roundtable, we presented the key findings of our new study, listened to the perspectives of ministries\u2019 representatives and experts directly involved in managing the systemic transition.<\/h4>\n

On the 28th of May 2025, the Reform Institute organized an open table meeting that gathered experts, representatives of the administration, business and NGOs to reflect together on the direction of the energy and climate transition in Poland. The event was an opportunity to confront the conclusions of our new report (available in Polish) “Strategy or stagnation? Poland facing the challenges of transition” with the experience of those involved in transition management processes.<\/p>\n

The starting point for the discussion was an analysis of the systemic challenges which Poland is facing – from the lack of coherent leadership<\/strong>, through fragmented public administration<\/strong>, to the difficulties in effectively enforcing strategic policy goals<\/strong>.<\/p>\n

The participants highlighted the need to build a long-term, cross-party consensus<\/strong> for managing the green transition, including the creation of a decision-making centre<\/strong> equipped with extensive competencies and resources. Another important remark was the proposal to introduce a national climate law<\/strong>\u00a0in Poland, which, following the example of the UK, would make environmental goals binding and allow them to be enforced judicially.<\/p>\n

Energy transition is not a choice – it is a necessity. Maintaining the status quo will bring higher social and economic costs than addressing the challenges. In the face of dynamic change, Poland must redefine the way it thinks about the transition: not as a barrier, but as an opportunity to strengthen the economy’s long-term competitiveness and resilience.<\/p>\n
