It was also emphasized that delays in finalizing documents such as the NECP, the Poland 2035 Development Strategy, and the National Energy Policy hinder the development of a long-term system for managing the transition.<\/span>\u00a0<\/span><\/p>\n

                            It was\u00a0also\u00a0noted\u00a0that\u00a0industrial\u00a0policy\u00a0requires\u00a0greater\u00a0coordination\u00a0between\u00a0regulatory,\u00a0financial, and investment\u00a0instruments, as well as stronger public administration involvement in shaping a comprehensive industrial policy.<\/span>\u00a0<\/span><\/p>\n

                            Thematic Block 2: Financing the Industrial Transition\u00a0<\/strong><\/p>\n

                            A\u00a0key\u00a0theme\u00a0of the\u00a0discussion\u00a0was the\u00a0issue\u00a0of\u00a0financing\u00a0industrial\u00a0transition\u00a0and the\u00a0uncertainty\u00a0surrounding\u00a0the\u00a0outlook\u00a0beyond\u00a02027. It was\u00a0noted\u00a0that\u00a0current\u00a0sources\u00a0of\u00a0support\u2014including\u00a0EU\u00a0funds\u00a0and ETS-related\u00a0funds\u2014are\u00a0gradually\u00a0being exhausted, while the new EU financing model remains\u00a0unclear.<\/span>\u00a0<\/span><\/p>\n

                            Representatives of the Reform Institute emphasized the importance of swiftly implementing the new state aid rules (CISAF) and the need to create national instruments supporting decarbonization investments. The French program supporting the deep decarbonization of large industrial plants was cited as an example of best practices.<\/span>\u00a0<\/span><\/p>\n

                            In Holcim\u2019s presentation, the importance of funding from the Innovation Fund was particularly highlighted, as it enabled the launch of a CCS project at the Kujawy cement plant. At the same time, it was emphasized that even high levels of investment support do not solve the problem of the very high operating costs of CO\u2082 capture and storage technologies, related, among other things, to energy, logistics, and CO\u2082 transport.<\/span>\u00a0<\/span><\/p>\n

                            Thematic\u00a0Block 3:\u00a0Decarbonization\u00a0Technologies and CCS\u00a0<\/strong><\/p>\n

                            A significant portion of the discussion focused on CO\u2082 capture and storage technologies as a solution for sectors difficult to decarbonize, particularly the cement industry. Holcim emphasized that most emissions in cement production are process-related and cannot be eliminated solely through electrification or the use of renewable energy sources.<\/span>\u00a0<\/span><\/p>\n

                            However, it\u00a0was\u00a0noted that\u00a0further emission reductions require the use of CCS. The Go4ECOPlanet project was presented as the first full-scale CO\u2082 capture project in Poland, implemented using cryogenic\u00a0technology.<\/span>\u00a0<\/span><\/p>\n

                            The\u00a0discussion\u00a0strongly highlighted\u00a0the problem\u00a0of\u00a0a lack of infrastructure\u00a0and regulations\u00a0regarding\u00a0CO\u2082 storage\u00a0in Poland.                                                               The meeting\u00a0demonstrated that industrial transformation in Poland is entering a phase requiring both better coordination of actions by the state, industry, and European institutions, as well as more proactive engagement by the national public administration in the areas of industrial strategy, financing the transition, regulation, and\u00a0infrastructure\u00a0development for decarbonization technologies. The growing role of deep decarbonization technologies, such as CCS, was particularly emphasized, especially in energy-intensive sectors where opportunities for further emission reductions using other tools are becoming limited. Participants emphasized the need to swiftly\u00a0finalize\u00a0strategic and regulatory processes and\u00a0establish\u00a0stable mechanisms for financial and infrastructure support.
