Less than a year\u00a0<\/span>remains<\/span>\u00a0for the implementation of accelerated renewable energy development in Poland. During the Reform Institute’s workshops, experts and stakeholders discussed ways to implement the provisions of the REDIII directive in\u00a0<\/span>a timely<\/span>\u00a0and effective manner.<\/span><\/h3>\n

On February 17, 2025, the Reform Institute organized another workshop dedicated to\u00a0Areas of\u00a0Accelerated\u00a0Development of\u00a0Energy from\u00a0Renewable\u00a0Sources (OPRO).\u00a0The meeting, held under the Chatham House Rule, brought together representatives of public administration, renewable energy investors, local government officials, non-governmental organizations, and experts.\u00a0<\/span>\u00a0<\/span><\/p>\n

According to the REDIII directive, such areas are to be\u00a0designated\u00a0in each EU Member State by February 21, 2026. The schedule is tight, and the renewable energy industry, local governments, and non-governmental organizations are keenly interested in the details of the planned solutions.<\/span>\u00a0<\/span><\/p>\n

The meeting addressed, among other things, the need for broader improvements in administrative processes, enhanced cooperation between government institutions, and the state of knowledge\u00a0regarding\u00a0environmental sensitivities. The discussions also\u00a0highlighted the importance of spatial planning and collaboration with municipalities and regions in\u00a0designating\u00a0OPROs.<\/span>\u00a0<\/span><\/p>\n

The participants agreed that the key to the effective implementation of OPRO in Poland is to clarify the provisions in the draft law. It should introduce OPRO into the national legal system, as well as to formulate the provisions in the regulation appropriately. The Ministry of Climate and Environment\u00a0is responsible for\u00a0both legal acts.<\/span>\u00a0<\/span><\/p>\n

The workshops\u00a0provided\u00a0an opportunity to gather opinions and develop recommendations, which the Reform Institute presents in the summary below. The collected material will be\u00a0taken into account\u00a0in the Institute’s further work. In the coming months, we plan to analyse the barriers to the implementation of OPRO in the context of the need to streamline environmental procedures in Poland.
