After the implementation of the ETS2 system, heating and transport costs in Poland will rise \u2013 according to an Oeko-Institut ranking, this will be the second-highest cost increase in the European Union. At the same time, the Polish government will gain multi-billion revenues from this system. The key question is: how will these funds be used?<\/p>\n
The Social Climate Fund (SCF) is an opportunity to support the social groups most vulnerable to energy and transport poverty. It can enable changes in the spirit of a just and fair transition. Poland will be one of the largest beneficiaries of the SCF. Up to \u20ac15 billion from EU and national sources may be allocated to fight energy and transport poverty. These funds could significantly improve the quality of life for millions of Poles, especially in small towns and rural areas. The condition is the preparation of a Social Climate Plan and the implementation of systemic changes.<\/p>\n
What can be found in the report?<\/strong><\/p>\n In the report, we analyse the scale of energy and transport poverty in Poland and propose systemic reforms and investments in the building and transport sectors that could help minimize the negative effects of ETS2 on the most vulnerable groups.<\/p>\n Some of the recommendations, which can be found in the report, are:<\/strong><\/p>\n A just transition is a fundamental element in the path toward a net-zero economy.
