This document\u00a0serves primarily\u00a0as\u00a0a reporting and\u00a0coordination\u00a0tool \u2013\u00a0it\u00a0sets out\u00a0objectives and\u00a0forecasts, but does\u00a0not give the\u00a0energy\u00a0transition a\u00a0fully operational character. In accordance with legal provisions, it also does not constitute a basis for administrative decision-making. The PEP should also set out a framework for sector-specific strategic documents, such as the Polish Nuclear Energy Programme or the hydrogen strategy.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559685&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The update of the PEP should draw on the experience gained from work on the KPEiK, which exposed significant gaps and the Polish government\u2019s lack of ambition. Some of these issues stemmed from insufficient dialogue with stakeholders. The public consultation process helped to improve the subsequent version of the KPEiK, but it still does not contain all the necessary additions.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559685&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<blockquote><p><span data-contrast=\"auto\">In the latest draft of the aKPEiK, we noted improvements in 19 out of 37 assessed areas. Despite this, none of them achieved the highest rating; in 16 we observed no change, and in two \u2013 a deterioration. The new document, although much better refined, still fails to meet some of the EU requirements and national needs regarding transition management \u2013 <strong>notes Maciej Lipi\u0144ski, the report\u2019s author.<\/strong><\/span><strong>\u00a0<\/strong><\/p><\/blockquote>\n<p><span data-contrast=\"auto\">The\u00a0new\u00a0PEP\u00a0presents\u00a0an\u00a0opportunity\u00a0to\u00a0move\u00a0away\u00a0from\u00a0overly\u00a0conservative\u00a0transition\u00a0planning\u00a0and the\u00a0neglect\u00a0of\u00a0cooperation\u00a0with\u00a0key\u00a0stakeholders. It\u00a0is\u00a0a\u00a0chance to set more\u00a0ambitious targets in order to proactively\u00a0address upcoming challenges,\u00a0such as rising\u00a0energy prices\u00a0or supply\u00a0chain disruptions.
