The transition towards climate neutrality is increasingly shaped not only by domestic climate policies, but also by international cooperation on industrial\u00a0<\/span>decarbonisation<\/span>, clean technologies, and energy transition pathways. As both the European Union and the United States accelerate investments in clean industry and low-emission technologies, stronger transatlantic coordination is becoming increasingly important for ensuring effective and globally interoperable climate action.<\/span><\/span>\u00a0<\/span><\/strong><\/p>\n

In response to these challenges, the project \u201cRace to the Top for Climate\u201d support<\/span>ed<\/span>\u00a0the development of cooperative approaches to EU-US industrial\u00a0<\/span>decarbonisation<\/span>\u00a0policies. The project\u00a0<\/span>aim<\/span>ed<\/span>\u00a0<\/span>to provide actionable knowledge on industrial\u00a0<\/span>decarbonisation<\/span>\u00a0policy,\u00a0<\/span>identify<\/span>\u00a0opportunities for transatlantic cooperation, and help\u00a0<\/span>establish<\/span>\u00a0the foundations for longer-term EU-US stakeholder dialogue on clean industr<\/span>ial<\/span>\u00a0transition.<\/span><\/span>\u00a0<\/span><\/p>\n

The Reform Institute<\/span>\u00a0<\/span>assessed\u00a0<\/span>current and emerging industrial\u00a0<\/span>decarbonisation<\/span>\u00a0policies on both sides of the Atlantic, assessing their implications for trade, investment, standards, and clean technology deployment. The\u00a0<\/span>team<\/span>\u00a0examines areas such as carbon pricing, industrial subsidies, clean technology support schemes, hydrogen, CCS, and carbon standards. The project combines analytical work\u00a0<\/span>led by the Reform Institute\u00a0<\/span>with stakeholder engagement\u00a0<\/span>delivered by Climate Strategies\u00a0<\/span>through a co-creative research process involving policymakers, experts, industry representatives, and civil society\u00a0<\/span>organisations<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n

The project delivers policy analyses, recommendations, and stakeholder-oriented publications focused on strengthening EU-US cooperation on industrial\u00a0<\/span>decarbonisation<\/span>. Its outputs\u00a0<\/span>identify<\/span>\u00a0practical pathways for improving transatlantic alignment while avoiding fragmentation and zero-sum competition in clean industry development. The project also contributes to building a longer-term platform for dialogue on globally interoperable climate and industrial policies.<\/span><\/span>\u00a0<\/span><\/p>\n

The Reform Institute<\/span>\u00a0led the project and\u00a0<\/span>delivered<\/span>\u00a0analytical work related to industrial\u00a0<\/span>decarbonisation<\/span>, transatlantic climate cooperation, and clean economy transition pathways. Our experts\u00a0<\/span>were responsible for<\/span>\u00a0developing policy analyses and recommendations focused on the interoperability of EU and US climate and industrial policies, with particular attention to hard-to-abate sectors and clean industry governance.<\/span><\/span>\u00a0<\/span><\/p>\n

The project contributes to strengthening international cooperation on industrial\u00a0<\/span>decarbonisation<\/span>\u00a0by\u00a0<\/span>identifying<\/span>\u00a0policy approaches that can accelerate climate action while supporting economic resilience and industrial transformation. Its findings help policymakers better understand the opportunities and risks associated with transatlantic climate cooperation and support the development of more coordinated clean industry strategies<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n

The project was implemented in cooperation with<\/span>\u00a0Climate Strategies,\u00a0<\/span>with funding and support from<\/span>\u00a0<\/span>Environmental<\/span>\u00a0Defense Fund (EDF).<\/span><\/p>\n
