Climate change is already imposing measurable costs on the Polish economy and society, and these costs are set to rise rapidly in the coming decades. A study by the Reform Institute and the ClientEarth Foundation analyses the scale of these costs and their implications for public finances, the insurance market and economic security. The findings suggest that without decisive action, Poland could lose as much as PLN 124 billion annually by 2050.<\/strong><\/p>\n

The aim of the project is to estimate the costs of climate change to the Polish economy and to compare these with current expenditure on climate action, in order to highlight the scale of the investment gap and the need to strengthen mitigation and adaptation policies.<\/p>\n

As part of the project, we are conducting a review and a summary analysis of available national and international data on the costs of climate change, including sources such as the European Environment Agency, Eurostat and research projects (e.g. COACCH, Klimada). We are developing cost indicators at sectoral and macroeconomic levels (in PLN and as a percentage of GDP), taking into account data uncertainties and limitations. The analysis also includes a case study of an extreme weather event and a review of expenditure on mitigation and adaptation, including public funds and subsidies for emitting sectors.<\/p>\n

The project has resulted in a report presenting a comprehensive assessment of the costs of climate change in Poland, together with an analysis of development scenarios. It indicates that annual losses could range from approximately PLN 83 billion if efforts to achieve climate targets continue, to as much as PLN 124 billion if such efforts slow down. The report identifies key areas of risk \u2013 including extreme weather events and their effects (e.g. floods), public health and infrastructure \u2013 and highlights the inadequate level of financial and insurance protection.<\/p>\n

The project raises awareness of the scale of the costs of inaction on climate change and supports the integration of climate risks into the state\u2019s economic and financial policies, strengthening the case for accelerating the transition and adaptation measures. The report produced was widely cited in the Polish national media and was also presented to the Senate Committee on Climate and the Environment.<\/a><\/p>\n

The Reform Institute is responsible for preparing economic analyses, developing cost indicators and drafting the report, with the support of the ClientEarth Lawyers for the Earth team.<\/p>\n
