Po<\/span>li<\/span>sh industry has reached a critical point. Rising energy costs, pressure from global\u00a0<\/span>competition<\/span>\u00a0and emission reduction requirements are col<\/span>li<\/span>ding with the lack of a national strategy for the transformation of this sector. That is why around 30 industrial\u00a0<\/span>organisations<\/span>\u00a0have sent a joint appeal to the Minister of Finance and Economy, Andrzej\u00a0<\/span>Doma<\/span>\u0144ski.<\/span><\/span>\u00a0<\/span><\/h3>\n

The \u2018Pact for Polish Industry\u2019\u00a0contains\u00a0proposals for systemic support for measures to develop a modern,\u00a0competitive\u00a0and low-carbon economy. The pact combines the interests of energy-intensive industries and the clean technology sector and\u00a0shows\u00a0a common priority – to create a clear industrial transformation strategy combined with realistic financing for\u00a0decarbonisation\u00a0investments.<\/span>\u00a0<\/span><\/p>\n

The pact is a response to the state’s inaction in the face of key challenges facing Poland’s transforming economy. Poland, a country with strong industrial traditions and one of the largest economies in the EU, still lacks a comprehensive industrial strategy.\u00a0Such a strategy should be developed and should address the issue of high electricity prices.\u00a0Without it, companies do not have stable conditions for making long-term investment decisions and as a result, Poland is losing its competitiveness on European and global markets, comments\u00a0Jakub\u00a0Safja\u0144ski, Director of the Energy and Circular Economy Department at the\u00a0Lewiatan\u00a0Confederation.<\/b><\/p><\/blockquote>\n

This is not a first call of its kind. In February 2024, European companies formulated the Antwerp Declaration, demanding that the European Union take decisive action in the face of growing global competition and the need to\u00a0maintain\u00a0climate ambitions. In response, the European Commission presented the Clean Industrial Deal, a strategy to support the\u00a0reindustrialisation\u00a0of Europe through cheaper energy, increased funding for the\u00a0transition\u00a0and the creation of demand for European clean technologies. Work is underway on further legislative packages for individual sectors, with the next ones due to be presented on 10 December.<\/span>\u00a0<\/span><\/p>\n

EU instruments can improve the competitiveness of\u00a0the\u00a0European industry. This is also a unique opportunity to modernize the Polish economy. However, active involvement on the part of our government is essential to take advantage of this opportunity – Polish industry needs a transformation leader who will take responsibility for\u00a0maintaining\u00a0the competitiveness of the entire sector. Without our own initiatives, we will not be able to use EU funds effectively, launch national financing, or encourage Polish companies to invest in future technologies and the development of new employee skills,\u00a0emphasises\u00a0Pawe\u0142\u00a0Wiejski, Senior Public Policy\u00a0Analyst at the Reform Institute.<\/b>\u00a0<\/span><\/p>\n

The Ministry of Finance and Economy is a key player in the transformation of Polish industry. The transformation of this sector will be a huge challenge, which is why we are calling for the creation of a national programme to support the decarbonisation of industry, using, among other things, EU ETS funds and EU funds, in accordance with the new rules on state aid (CISAF). Only in this way will individual sectors be able to count on adequate support in their pursuit of climate neutrality and competitive advantage,\u00a0explains\u00a0Dariusz\u00a0Dybka, chief advisor at\u00a0Business & Science Poland<\/b>.<\/p><\/blockquote>\n

The key demands of the Pact include:<\/span><\/b>\u00a0<\/span><\/p>\n

    \n
  • developing a comprehensive industrial strategy,<\/span>\u00a0<\/span><\/li>\n<\/ul>\n
      \n
    • effective financing of\u00a0decarbonisation\u00a0from national and EU funds,<\/span>\u00a0<\/span><\/li>\n<\/ul>\n
        \n
      • implementing regulations that reduce energy costs and support investment,<\/span>\u00a0<\/span><\/li>\n<\/ul>\n
          \n
        • financing infrastructure and innovation,<\/span>\u00a0<\/span><\/li>\n<\/ul>\n
            \n
          • maintaining\u00a0a constant dialogue between the government and industry.<\/span>\u00a0<\/span><\/li>\n<\/ul>\n

            Industrial transformation is essential for\u00a0maintaining\u00a0Poland’s competitiveness and strengthening the country’s security. Private businesses are doing a lot to\u00a0modernise\u00a0energy-intensive plants, produce more efficiently, and emit less CO2. However, this requires huge investments \u2013 at a time when we are losing competitiveness due to regulations such as the ETS. That is why we need support \u2013 not only from Brussels, but also from the Polish government \u2013 including the allocation of real funds for investment in industrial\u00a0modernisation. We need quick decisions, a stable financing\u00a0framework\u00a0and an industrial transformation plan with\u00a0appropriate regulations. Poland can become a leader in clean\u00a0reindustrialisation\u00a0\u2013 if we take joint action now, says\u00a0Piotr\u00a0Szlagowski-Budacz, Strategy Director at\u00a0Qemetica\u00a0<\/b>(formerly\u00a0Ciech).<\/p>\n

            Polish industry is currently facing the need for huge\u00a0modernisation\u00a0investments, while at the same time struggling with rising operating costs and fierce competition on international markets. We want to actively co-create solutions that will provide companies with a predictable regulatory environment, access to financing for\u00a0transformation,\u00a0and cheaper energy. Polish business is sending us a clear signal that without stable rules and a coherent strategy, it will be difficult to\u00a0maintain\u00a0the competitiveness of the Polish economy,\u00a0adds\u00a0Jakub\u00a0Bi\u0144kowski,\u00a0Member of the\u00a0Board of the Union of Entrepreneurs and Employers<\/b>.<\/p><\/blockquote>\n

            The signatories of the Pact declare their readiness to cooperate with the government to build a modern,\u00a0innovative\u00a0and low-carbon economy.<\/span>\u00a0<\/span><\/p>\n
