Poland\u00a0<\/span>can<\/span>\u00a0<\/span>receive up to \u20ac11.4 billion to fight energy and\u00a0<\/span>transport<\/span>\u00a0poverty. The funds are intended to support the transition in the transport and building sectors, but their release depends on the\u00a0<\/span>submission<\/span>\u00a0<\/span>of a Social Climate Plan.<\/span><\/h3>\n

The deadline for the public consultation on the draft of this document, published by the Ministry of\u00a0\u00a0Development Funds and Regional Policy, was the 30<\/span>th<\/span>\u00a0of\u00a0June.\u00a0Reform Institute points out what needs to be changed in the\u00a0final version\u00a0of the Plan.<\/span>\u00a0<\/span><\/p>\n

Why do we need a plan?<\/span><\/b>\u00a0<\/span><\/h4>\n

According to\u00a0an\u00a0EU regulation\u00a0from May 2023, each member state should develop a Social Climate Plan (SCP).\u00a0The plans should\u00a0aim\u00a0to\u00a0determine\u00a0how the country will\u00a0utilize\u00a0the funds\u00a0allocated\u00a0under the Social Climate Fund (SCF). The money is supposed to shield vulnerable groups from the potential costs of implementing the new EU ETS2 in the buildings and road transport sectors, as well as\u00a0identify\u00a0instruments to combat energy and transport poverty\u00a0that are\u00a0already present.<\/span>\u00a0<\/span><\/p>\n

Poland has something to fight for, as it may be entitled to the largest share of the\u00a0SCF\u00a0– up to \u20ac11.4 billion to be used between 2026 and 2032. These funds can significantly improve the quality of life for millions of Poles, especially in small towns and villages.\u00a0However, for this to be achieved, a Plan that tackles the issues of energy and transport poverty in a comprehensive and\u00a0structural\u00a0manner\u00a0is\u00a0required<\/span><\/i>\u00a0–\u00a0comments Micha\u0142\u00a0Wojty\u0142o,\u00a0Public Policy\u00a0Analyst at the Reform Institute.<\/span>\u00a0<\/span><\/p>\n

The strengths of the\u00a0Plan<\/span><\/b>\u00a0<\/span><\/h4>\n

Two publications issued this year\u00a0by\u00a0the\u00a0Reform\u00a0Institute\u00a0(<\/span>available here)<\/a><\/span>\u00a0analysed\u00a0the scale and\u00a0characteristics\u00a0of energy and transport poverty in Poland, and proposed measures and investments aimed at mitigating both phenomena. The reports also recommended a model scenario for the\u00a0preparation\u00a0and implementation of Poland\u2019s\u00a0SCP\u00a0and highlighted the challenges related to the\u00a0national\u00a0implementation of the ETS2 system.\u00a0<\/span>\u00a0<\/span><\/p>\n

As a result of\u00a0months of dialogue between the Ministry\u00a0and the public, in the\u00a0format\u00a0of a\u00a0Ministerial\u00a0Working\u00a0Group, many of the recommendations from these reports found their way into the June draft Plan.\u00a0What deserves special mention is the multidisciplinary nature of the document, capturing the buildings,\u00a0transport\u00a0and micro-enterprise sectors. For the first sector, the ministry notes that\u00a0building\u00a0modernization is key, including support for renovation through the Clean Air Program.<\/span>\u00a0<\/span><\/p>\n

“For\u00a0the\u00a0implementation of the Clean Air Program,\u00a010 billion\u00a0PLN has been secured\u00a0from the Modernization Fund. The inclusion\u00a0of the Program in the\u00a0SCP\u00a0will\u00a0allow\u00a0its\u00a0continuation in the 2032 perspective”\u00a0–\u00a0\u00a0the draft Plan states.<\/span>\u00a0<\/span><\/p>\n

Another\u00a0component\u00a0of the Plan focuses on the development of social\u00a0policy, including support for social housing,\u00a0which can permanently solve both energy and transport\u00a0poverty for\u00a0part\u00a0of the population.<\/span>\u00a0<\/span><\/p>\n

In the transport sector, the document prioritizes public\u00a0transport.\u00a0Funds from the Social Climate Fund are intended to be used, among other things, for the purchase of\u00a0new buses\u00a0and\u00a0trains, as well as investments in\u00a0public transport\u00a0stop infrastructure.\u00a0Provision is also made for the organization of on-demand\u00a0transport\u00a0in regions where there is a risk of transport poverty: \u201cSupport will include covering the costs of organizing on-demand\u00a0transport\u00a0and investment activities, including the purchase of zero- and low-emission vehicles for transit service, information systems to support on-demand transportation and the development of charging and refuelling infrastructure for zero-emission vehicles.\u201d<\/span>\u00a0<\/span><\/p>\n

Challenges\u00a0that need\u00a0to be addressed<\/span><\/b>\u00a0<\/span><\/h4>\n

However, the Plan has several gaps that need to be filled before the final version is submitted to the European Commission. <\/span><\/p>\n

In the comments submitted to the draft, the Reform Institute indicates that additional technical assistance activities are needed<\/strong>, including the development of a strategy to combat energy and transport poverty. The establishment of a national Energy and Transport Poverty Observatory (inside existing and relevant public institutions), which would collect data, assess progress in the implementation of the SCP, and help design and implement long-term policies to combat both issues, would be an important step forward.<\/span>\u00a0<\/span><\/p>\n

Serious doubts\u00a0are\u00a0raised\u00a0when it comes\u00a0to\u00a0an\u00a0addition\u00a0of\u00a0a\u00a0minimum\u00a0age\u00a0criterion\u00a0to direct support for\u00a0households\u00a0struggling financially<\/strong>, due to the\u00a0high energy prices.\u00a0It appears alongside the income\u00a0criteria\u00a0and the\u00a0criteria\u00a0of living in a building with an individual or local\u00a0fossil fuel\u00a0heat\u00a0source.\u00a0The provision limits support only to people of retirement age. This carries the risk of excluding many of the households\u00a0in the biggest\u00a0need<\/strong>, which will translate into low public support for the reforms. Reform Institute therefore recommends that both such a provision and the\u00a0requirement\u00a0to use the support\u00a0only\u00a0for\u00a0specific purposes be removed from the document. At the same time, the\u00a0Institute\u00a0proposes that a higher level of this temporary support should be given to households that heat their building with coal rather than gas, as they will be hit harder by the price increase\u00a0as a result of\u00a0ETS2 implementation.<\/span>\u00a0<\/span><\/p>\n

In its remarks on the transport sector, the Reform Institute emphasizes the need to shift\u00a0a significant portion\u00a0of resources and ambition from rail\u00a0transport\u00a0to more efficient<\/strong> and precise tools for combating transportation poverty – including bus services and on-demand\u00a0transport.<\/span>\u00a0<\/span><\/p>\n

Finally, a large gap can also be seen in the document’s communication strategy.\u00a0The\u00a0Ministry\u00a0does not plan to communicate the Social\u00a0Climate Plan in the context of the new ETS2. \u201cThe\u00a0SCP’s communication activities will\u00a0only\u00a0focus on informing about the offer of support, related opportunities, investments and expected results,\u201d it\u00a0states.\u00a0Separating\u00a0the\u00a0message\u00a0about SCP and\u00a0ETS2\u00a0will not\u00a0support the Polish public\u2019s understanding of the\u00a0purpose of the\u00a0carbon taxation implemented in line with the\u00a0need for a just\u00a0and fair\u00a0transition.<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
